Enclosure in Peking Despatch No.77 of 14/2/21.

sir,

512

December 17th,

1920.

I have the honour to request that you will be good

enough to transmit to H.M.Minister at Peking the following resolution passed at the Conference of British Chambers of Commerce in China and Hongkong held in Shangha! early in November ; =

"That this Conference welcomes the intention of H.M.Government, as evidenced by the Dangerous Drugs Acts of 1920 to control traffic in opium and its derivatives, but fears that these efforts will to a great extent be nullified unless the Chinese Government and the Foreign Powers are prepared to cooperate effectively in preventing the cultivation, import or sale of these drugs in any part of the country."

The discussion of the above resolution at the Conference called attention to many aspects of this question, both as regards te cultivation of and trade in opium

in China and in connection with the importation into Menchuria and elsewhere of vast quantities of even more

The facts harmful drugs such as morphia and cocaine. presented by the delegates of the Peking, Dairen and Shanghai Chambers afforded conclusive evidence that there has been a lamentable failure on the part of the Everard Fraser, K.C.M.Q•

H. Consul -General,

SHANGHAI,
